Punjab govt DA hike of 8% was announced in Chandigarh on Friday, September 18, taking dearness allowance for state employees and pensioners from 42 per cent to 50 per cent. The exact sequence is not yet clear. Arora indicated that 4% would be added in each of the next two salaries. Union leader Gurnam Singh Virk said the Chief Minister spoke of issuing two letters for the 8%. A formal finance department letter had not been made public at the time of writing. Why did employees protest before the Punjab govt DA hike?
The unrest began with a court order. On August 3, the Punjab and Haryana High Court directed the state to clear ₹14,191 crore in DA dues within 15 days. Employees held their first protest on August 7. On August 27, about 4 lakh of them took mass casual leave. The Chief Minister cancelled a planned meeting that day after union leaders reached Jalandhar for the talks.
The government then called the leave unauthorised and ordered show cause notices. It later dropped punitive action. Arora spoke to union leaders from Wednesday. The truce came on September 18. Union leaders Sukhchain Khera and Sahil Sharma said they had pressed for two pending 4% instalments from 2023. They said the Chief Minister agreed. He would take up other demands at later meetings.
What have the government and unions said about the hike?
Arora called the increase a “goodwill gesture until the court delivered its final verdict” on September 18. He told reporters, “The deadlock has been broken.”
Mann said the government prefers “dialogue and resolution over confrontation.” He also described employees as an important part of the state’s family.
Manish Sisodia, Aam Aadmi Party leader, said in a post on X that “a solution was found through dialogue.”
Gurnam Singh Virk is president of the Punjab State Ministerial Services Union. He said unions had postponed weekend agitations. A meeting of all unions is set for September 27. That meeting will decide whether the postponed agitations go ahead.
Virk and fellow union leader Satish Rana said the Chief Minister assured priority for other demands. These include restoring the Old Pension Scheme and full salary during probation. They also want the separate pay structure for staff recruited after July 17, 2020, removed.
Does the Punjab govt DA hike clear the pending arrears?
No. Arrears are dues for earlier periods that were not paid on time. The Friday announcement raises the rate going forward. It does not pay that backlog. No decision was taken on the pending DA arrears. The ₹14,191 crore court matter remains open. Arora said both sides agreed to resolve all issues amicably.
Another round of talks with the Chief Minister is expected in about two weeks. Employee representatives said they would keep pursuing pending DA and arrears.
How does Punjab’s dearness allowance compare with the Centre’s?
The Union Cabinet, chaired by Prime Minister Narendra Modi, approved a 2% rise for central employees earlier this year. That took central DA to 60% from January 1, 2026. Punjab’s revised rate of 50 per cent is 10 points lower.
The Centre revises DA twice a year, using the All India Consumer Price Index for Industrial Workers. States set their own rates, so they often differ. The July revision for central staff is usually announced in September or October.

The announcement comes months before Punjab’s next Assembly election, due in 2027. The government has described the move as a goodwill gesture.
